§ Lord James Douglas-HamiltonGuidelines on the provision of sheltered housing and housing for the disabled were issued to local authorities on 28 March 1991 in the circular "Housing and Community Care" and set out the recommened level of provision in each case. The authorities were also advised to set targets matching local circumstances and needs over an appropriate timescale.
