To ask the Secretary of State for Social Security if he will make a statement on Her Majesty's Government's policy towards the Civil Rights (Disabled Persons) Bill [Lords].

Mr. Scott

We share the Bill's aim of eliminating discrimination against disabled people but we believe this Bill will result in extensive litigation and additional costs for business and taxpayers. The aim is best achieved by programmes of education, persuasion and practical help, backed up, where necessary, by targeted legislation.
