What arrangements they are making for their conference in Manchester next September at which Non-Governmental Organisations will be invited to review progress since the Rio Conference on environment and development, and in particular what part the Non-Governmental Organisations will play in establishing the agenda for that conference.

I refer the noble Lord to the reply given by my right honourable friend in another place to the honourable Member for Blackpool, North on 26th February [Official Report, col. 738] about the work of the international advisory group on the Partnerships for Change conference. We put out a consultation note seeking views on the conference in November, and we are considering the responses.
