asked Her Majesty's Government:

Whether they will encourage fellow donor governments, both within and outside the EC, and international and financial institutions including the World Bank, to maintain close scrutiny of human rights in Malawi in all dealings with that country; and whether they will ensure that resumption of aid is conditional on improvements in Malawi's human rights record.

We remain in very close contact with our EC partners and other aid donors about Malawi. Donors acted together at the May 1992 Consultative Group to send a clear message to the Government of Malawi that it should improve its human rights record. Any decision to resume balance of payments support and lift the suspension on certain other forms of aid will be considered with other donors in the light of evidence that the irreversible and fundamental changes called for have taken place.
