asked Her Majesty's Government:

Whether evidence has reached them that Iraqi forces have been using napalm and phosphorus weapons in the southern marshes since 26th January and especially near Zachry; and whether this violates United Nations resolutions.

We are aware of these reports but have had no independent verification of their authenticity. Such actions would violate UN Security Council Resolution 688, which called on the Iraqi government to end immediately the repression of the civilian population throughout the country. The Iraqi regime has persistently refused to implement this and other UN Security Council Resolutions. We will continue to make every effort to ensure their early implementation.
