To ask the Secretary of State for Social Security what plans he has to implement the Audit Commission's recommendation that local authorities should be able to apply to the rent officer every six months.

Mr. Burt

Under current arrangements, local authorities cannot normally refer to the rent officer for a fresh determination within a period of 12 months, but there are circumstances in which referral within this period is permitted. We have no plans to amend the general 12-month referral period.
