To ask the Secretary of State for Social Security how many requests for an appeal against a disability living allownce or attendance allowance decision for claims made on or after 3 February 1992 have been received; and how many of these and what percentage(a) have been successful, (b) have been unsuccessful and (c) remain outstanding.

To ask the Secretary of State for Social Security what plans he has to amend the entitlements currently enjoyed by those in receipt of disability living allowance to exemption from vehicle excise duty; and if he will make a statement.

I have been asked to reply.

In the March 1992 Budget, the Chancellor announced the repeal of the disabled passengers scheme which grants exemption from vehicle excise duty to certain disabled people in receipt of attendance allowance or the care component of the disability living allowance. As my right hon. Friend the Paymaster General said in the Finance Bill debate on 12 March 1992, Official Report, columns 148–52, the repeal is to be effected by an appointed day order which will contain provisions to ensure that anyone currently benefiting from this scheme will continue to do so. The appointed day order has yet to be made.

The repeal does not affect entitlement to VED exemption granted under the war pensioners mobility supplement or the higher rate mobility component of the disability living alowance, or to invalid carriages.
