Whether it is customary for Cabinet Ministers to release to the Press their proposals on future legislation made to ministerial and cabinet colleagues at a meeting chaired by the Prime Minister in No. 10 Downing Street (for example, the Department of the Environment News Release dated 20th July, headed "John Gummer outlines his plans for deregulation").

Specifics of legislation are never given in advance of the Queen's speech. The news release referred to gave details of legislative changes my right honourable friend the Secretary of State intends to make at the earliest opportunity.
