To ask the Secretary of State for Scotland what discussions he has held with regional councils in Scotland relating to the transfer of their transport responsibilities following the move to single-tier authorities.

My right hon. Friend has discussed a range of subjects related to local government reform, including transport issues, with a number of regional councils and other local authority interests. In addition we have paid careful attention to the many responses to our consultation paper, "Shaping the New Councils", from regional councils and others, which discussed transport arrangements under the new single-tier structure.
