§ Lord Jenkins of Putneyasked Her Majesty's Government:
Whether they consider that the words at the beginning of Article 1 of the non-proliferation treaty, "Each nuclear weapon state party to the treaty undertakes not to transfer to any recipient whatsoever nuclear weapons or other nuclear devices or control over such weapons and devices directly or indirectly", forbid transfers to and from the United States and the United Kingdom, and on what legal basis they have taken part in these transfers.
