(2) if she will make a statement outlining the progress made to date by local authorities in England on establishing registers of disabled children; and when she expects the first registers to be published.
§ Mr. BowisGuidance was issued to local authorities on the setting up of registers in "The Children Act 1989: Guidance and Regulations Volume 6 Children with Disabilities". The first report to Parliament of the working of the Children Act 1989, a copy of which is available in the Library, shows that at 30 June 1992, 73 local authorities had completed their arrangements for establishing such a register which represents two thirds of all local authorities in England. Since registers contain confidential personal information, it would not be right for them to be published.
