What was agreed at the meeting in November 1992 in Paris when the NATO allies met with the governments of the former Soviet Republics to discuss establishing export controls systems in the former Soviet bloc.

Representatives of governments participating in the Co-ordinating Committee for Multilateral Strategic Export Controls (COCOM) met those of a number of countries which have been subject to COCOM controls in a new COCOM Co-operation Forum on 23rd-24th November 1992. The purpose of this forum is to grant wider access to sensitive goods and technologies to countries which satisfy COCOM members that they have established effective export controls. At the meeting in November, COCOM members set out their terms for a first phase of relaxations, and invited other participants to indicate acceptance.
