To ask the Secretary of State for the Environment how many tyre dumps it is estimated will be subject to the requirements of the Environmental Protection Act 1990 when these are introduced on 1 April 1993; and what additional financial provision is to be made to the local waste regulation authorities by his Department.

Under legislation in the Control of Pollution Act 1974, sites used for the deposit of waste tyres must be licensed for that purpose. This will continue to be the case after the introduction of the new waste management licensing system in the Environmental Protection Act 1990, scheduled for 1 April 1993; unless exempt, all waste tyre dumps will be subject to the requirements of this system. However, it is proposed that where the waste tyres are being kept in limited quantities prior to recycling, such storage should be exempted from the requirements.

At the same time as the new licensing system is introduced, a scheme of fees and charges will be made, which will enable waste regulation authorities to recover their reasonable administrative costs incurred in considering licence applications and supervising licensed activities. Thus authorities will be provided with an income in respect of activities which for the most part they already carry out.

Furthermore, resources of £12 million have been set aside for supplementary credit approvals to local authorities for landfill gas and contaminated land remedial works in the financial year 1993–94.
