What is the status of the Secretary-General of NATO when he travels abroad meeting Heads of State and others; by whom is he briefed, and what authority do his remarks carry, as in his recent visits to Belorussia, Kazakhstan and Kirgizstan to discuss political problems with the leaders of those states.

The Secretary-General of NATO travels abroad as the representative of the Alliance. He speaks on his own authority, but reflects agreed Alliance positions and the views of Allied Governments. He is briefed by his staff.
