§ Mr. RaynsfordTo ask the Secretary of State for the Environment if he will publish a table showing the total amount of housing revenue account subsidy payable to local housing authorities in England in each of the years for 1990–91 to 1992–93, and his estimate for 1993–94, indicating separately the housing and the housing benefit components, and showing the difference between the actual subsidy payable and the amount which would have been payable if housing benefit expenditure on rent rebates had qualified in full for subsidy.
§ Mr. BaldryThe information requested is shown in the table. The estimated figures for 1993–94 reflect the guideline rents and management and maintenance allowances determined by my right hon. Friend the Secretary of State on 17 December 1992.

§ Mr. BaldryI understand that the document to which the hon. Gentleman refers was a draft of a working paper being prepared by officials at the Housing Corporation. Ministers were informed of the existence of the paper when it was referred to in the press. Should there be any change in the corporation's policy towards the funding of housing associations, the corporation will no doubt make appropriate information available.
