§ Mr. Lennox-BoydIn May 1992, during a routine visit by the student liaison officer of the British embassy in Moscow, British students studying at Voronezh state 563W university complained about poor conditions at their hostel. Representations were duly made to the university in May, and again in September by the student liaison officer.
The student liaison officer next visited the university on 9 December 1992, accompanied by the embassy doctor. The doctor judged that the repairs satisfied the minimum requirements for student accommodation.
