To ask the Secretary of State for Scotland what steps are being taken to ensure that the financial arrangements associated with the health service reforms do not in practice lead to restraints in doctors' freedom to prescribe treatment according to their clinical judgment.

Mr. Stewart

The new financial arrangements are designed to improve the efficiency of the health service. They will not reduce doctors' freedom to prescribe treatment according to their clinical judgment.
