§ Mr. Garel-JonesThe Edinburgh European Council invited the Council of Ministers to decide on the opening of negotiations with Norway once the Commission's opinion, a detailed assessment of Norway's suitability for membership, is available. If the opinion is favourable, we expect negotiations with Norway to start soon after.
