Mr. Menzies Campbell

To ask the Secretary of State for Scotland what factors influenced his decision to offer for sale the civil defence facility at Anstruther.

Lord James Douglas-Hamilton

[holding answer 5 February 1993]: In view of the continuing reduction in the threat of attack on the United Kingdom the Government have concluded that it is no longer necessary to retain a number of sites containing special protected administrative centres known as regional government headquarters or zone headquarters. Anstruther is one such site.

To ask the Secretary of State for Scotland what sums have been spent on the civil defence facility at Anstruther in each of the last 10 years for which information is available.

[holding answer 5 February 1993]: The Scottish Office Home and Health Department have spent the following sums on the running costs and maintenance of the civil defence facility at Anstruther.

To ask the Secretary of State for Scotland what value has been placed by the district valuer on the civil defence facility at Anstruther currently being offered for sale.

[holding answer 5 February 1993]: The district valuer advised that the minimum open market value for sale purposes could be fairly stated at £25,000, but that given the right conditions at the date of sale a sum in excess of that figure might be realised.

To ask the Secretary of State for Scotland if he will list the quasi autonomous non-governmental organisations which he consulted before offering for sale the civil defence facility at Anstruther.

[holding answer 5 February 1993]: No such organisations were consulted before the civil defence facility at Anstruther was offered for sale.

[holding answer 5 February 1993]: The Scottish Office notified the Royal Commission for Ancient and Historic Monuments of Scotland, which made a photographic record of the property.
