To ask the Secretary of State for Education, pursuant to his answer of 25 January,Official Report, column 541, if he will state the reasons underlying the decision by the Council of Education Ministers to limit the eligibility for pupil exchanges under the Lingua programme to pupils attending educational establishments supported by public funds.

Given the limited resources available, the Council of Education Ministers wished to target public funds narrowly. I will write to my hon. Friend.
