Mr. McMaster

To ask the Secretary of State for Scotland what plans he has to review the role and responsibilities of community councils in his consideration of the future structure of local government; what measures he has in place to encourage representations on this; and if he will make a statement.

Mr. Stewart

[holding answer 29 January 1993]: Our consultation paper on the future structure of local government in Scotland invites views on whether community councils should be given the statutory right to comment on planning applications affecting their area; on whether this right should be extended to matters other than planning and, if so, what these matters should be; and on other ways in which community councils might support the work of local authorities. Many community councils are taking a keen interest in the reform proposals. Their comments will be studied with interest.
