To ask the Secretary of State for Transport if he will make it his policy to seek to extend compensation payments for railway passengers to cover overcrowding, unavailability of seats and lack of cleanliness on trains.

I understand that British Rail has no plans at present to extend the compensation arrangements introduced by the passengers charter. The current arrangements relate mainly to punctuality and reliability which are the factors passengers say are of most importance to them. Where passengers book a seat, compensation may also be available if the seat is not provided.
