Mr. David Porter

To ask the Secretary of State for Foreign and Commonwealth Affairs what plans he has to link the overseas aid budget more directly with contracts of various kinds with British companies in addition to the existing criteria for aid.

Around 70 per cent. of our bilateral aid commitments (£934 million in 1991) are tied to British goods and services. In addition we estimate that for every £1 we commit to multilateral agencies (£918 million in 1991) an average of £1.40 is spent on British goods and services. We have no plans to tie a greater proportion of our bilateral aid.
