Mr. Matthew Taylor

To ask the President of the Board of Trade if he will list the names and job descriptions of each special ministerial adviser employed in his Department showing any particular outputs for which each adviser is responsible.

My special advisers are Lady Strathnaver, Dr. Alan Kemp and Dr. Walter Eltis. Apart from Dr. Eltis, who is my chief economic adviser, the advisers do not have formal job descriptions.

To ask the President of the Board of Trade what arrangements are made to ensure that special advisers to Ministers in his Department do not have access to the kind of information, and are not involved in the type of business, that would be likely to create suspicion of impropriety in relation to subsequent employment.

Dr. Eltis has elected to be subject to the business appointment rules so that he can have full access to papers. Care is taken in the case of Lady Strathnaver and Dr. Kemp to ensure that they do not have access to the kind of information likely to create suspicion of impropriety. Special advisers are not involved in evaluating tenders or letting contracts.
