§ Mr. DorrellThe Government's policy is that pay systems in the public sector need to make a regular and direct link between an individual's pay and the contribution he or she makes to the organisation. Merit or performance pay has therefore been introduced widely in Government Departments and next steps agencies, and in those non-departmental public bodies with staff whose pay follows that of civil service grades. The cost of performance pay is part of the overall pay costs of each organisation.
