Mr. BarnesTo ask the Secretary of State for Foreign and Commonwealth Affairs what proposals he has made, following the decisions of the European Councils in Edinburgh 1992 and Brussels 1993, to increase the transparency and accountability of decision-making, including the recording of votes of each member state, at 661W meetings of European Community Councils of Ministers at which his Department is represented; and if he will make a statement.
§ Mr. Heathcoat-AmoryThe Foreign Affairs Council on 6 December agreed that votes on legislative decisions would be published automatically unless a majority of the Council opposed this. This is a more automatic procedure than that agreed on 4 October, and fully consistent with the conclusions of the Edinburgh European Council last December. Voting details are now published by the Council secretariat after Council meetings. We shall ensure that this information is provided to Parliament.
