§ Mr. Menzies CampbellTo ask the Secretary of State for Foreign and Commonwealth Affairs what assessment he has made of the effects on nuclear non-proliferation of the partial ratification in the Ukrainian Parliament of the START I treaty.
§ Mr. Heathcoat-AmoryWe have made clear to the Ukrainian Government that we do not consider the resolution on ratification of START I by the Ukrainian Parliament to be acceptable. The Ukrainian Government, however, have confirmed that they remain committed to Ukrainian non-nuclear weapons status. We will continue to urge the Ukrainian Government to secure Ukraine's full implementation of the START I treaty, and accession to the non-proliferation treaty as a non-nuclear weapons state, without further delay.
