To ask the President of the Board of Trade what proposals he has to introduce data rights for research in the United Kingdom, equivalent to those made available by NASA and the Government of Japan.

Mr. McLoughlin

[holding answer 8 December 1993]: In relation to earth observation satellites, access for researchers at reasonable cost to data resulting from European Space Agency missions is guaranteed by the agency, of which the United Kingdom is a member. In addition, the British National Space Centre is participating in international negotiations to provide for the exchange of data for research purposes between European and non-European missions.
