Whether experts from the United Kingdom advised President Yeltsin on the text of the new Russian constitution; and if so on what aspects of it.

We have not provided advice to the Russian authorities on drafting their new constitution, nor have we been asked for it. The proposed constitution represents the result of extensive debate within Russia over many months. The Russian people will have an opportunity to vote on the new constitution in a popular referendum on 12 December.
