Earl FerrersI am glad to say that Mr. J. J. Rowe QC, this year's chairman of the Bar Council, has accepted my right honourable friend's invitation to succeed Viscount Colville of Culross QC in carrying out this annual review. Viscount Colville has performed this task with great dedication and integrity, and has deservedly won widespread respect. I am extremely grateful to him for this invaluable public service.
