The Minister of State, Department of Transport (The Earl of Caithness)The Chancellor of the Exchequer was referring to the timetable in the Maastricht Treaty relating to the third stage of economic and monetary union. He was drawing attention to the fact that the UK protocol to the Treaty guarantees that Parliament can decide at the appropriate time whether, and if so when, to seek to move into Stage 3 of EMU.
