To ask the Secretary of State for Scotland what steps he has taken to ensure that no urgent operations are delayed until regular operating lists are completed.

[holding answer 2 December 1993]: Officials of the Scottish Office Home and Health Department issued detailed guidance in a letter of 31 January 1992 updated in the form of a management executive letter of 18 May 1993. The guidance set out the roles and responsibilities of managers and clinicians in the management of waiting lists and times and delivery of waiting time guarantees. It is for clinicians to assess the relative needs of each individual patient they take on to a waiting list in determining the priority for treatment.

To ask the Secretary of State for Scotland how often emergency operations are being performed at night by doctors in training grades without supervision.

[holding answer 2 December 1993]: This information is not held centrally. The training grades of doctors, which range from pre-registration house officer to senior registrar, have access to trained staff at all times.
