§ Baroness Chalker of WallaseyIn his remarks in another place to which the noble Lord Lord Avebury refers, my right honourable friend the Foreign Secretary described the consistent elements of our policy on Kashmir. We have no detailed blueprint. We welcome the resumption of talks between India and Pakistan and hope that they will lead to constructive proposals which take account of the views of the Kashmiri people.
