asked Her Majesty's Government:

Whether the "international political process" which the Foreign Secretary defined as necessary in Kashmir (HC Deb, 19 November 1993, col. 122) is envisaged as occurring in the whole of the former State of Jammu and Kashmir, or only in that part of it which is occupied by India.

In his remarks in another place to which the noble Lord Lord Avebury refers, my right honourable friend the Foreign Secretary described the consistent elements of our policy on Kashmir. We have no detailed blueprint. We welcome the resumption of talks between India and Pakistan and hope that they will lead to constructive proposals which take account of the views of the Kashmiri people.
