§ Mr. Stewart[holding answer 1 December 1993]: There is no special transitional grant in Scotland. The necessary statutory powers are not available in Scottish legislation. My noble and learned Friend the Minister of State met representatives of local authorities on 13 August 1993 and made it clear that if necessary the Secretary of State would seek equivalent powers to those available in England and would if necessary ensure the success of our policy of promoting a flourishing mixed economy of care in Scotland. Arrangements for monitoring the community care reforms in Scotland are set out in circular SW 16/1993. A copy is in the House Library.
