A number of other, more cost-effective techniques, such as loft insulation and draught stripping have been actively promoted through campaigns such as the home energy efficiency scheme and "Helping the Earth begins at Home".
These schemes are being promoted because of the obvious advantages for energy savings and reduced expenditure while no specific estimate is available of the amount of energy that could be saved by a programme of insulation of the Welsh housing stock.
