What are the "other rights and responsibilities" referred to by the Baroness Chalker of Wallasey in her answer concerning the rights of the people of Gibraltar to self-determination (HL Deb, 18 October 1993, col. 414).

In addition to the rights and responsibilities in the Treaty of Utrecht, I was referring also to the rights and responsibilities in the UN Charter, in particular those in Chapter XI.
