Our security policy is founded on the maintenance of the rule of law, the defence of democratic principles against those who try to promote political objectives by violence or threat of violence, and the creation of conditions in Northern Ireland in which a just, peaceful and prosperous society can develop. It is our first priority to eradicate terrorism from whatever quarter it comes; for so long as violence continues, it will be met with a firm and resolute response.
