To ask the Secretary of State for Transport what representations he has received from, and what discussions he had with, the Royal National Institute for the Blind in preparation of his new code of practice for signing and guarding road and pavement works.

In July 1991, the Department consulted a large number of organisations, including the RNIB, on its proposal to issue a code of practice on safety measures under the New Roads and Street Works Act 1991. Comments were received from organisations representing visually impaired people, but not directly from the RNIB. In February 1992, the Department convened a meeting of manufacturers of pedestrian barrier systems and visually impaired pedestrians, at which a representative of the RNIB was present. The views expressed by the RNIB on this occasion were taken into account in drawing-up the code of practice, now published as "Safety at Street Works and Road Works".
