This was an independent report commissioned by the Department of Transport from the University of Newcastle-upon-Tyne. Other reports on specific topics will also be published over time.
Comments have been invited on the Review of Technology and the intention is to seek a wide range of comments on future reports.
There is still a considerable amount of further research to be done. No decisions have been taken yet on whether a Green Paper will be issued.
