§ Mr. BattleTo ask the Secretary of State for Foreign and Commonwealth Affairs if he will seek at the next EC Development Council meeting on 28 May to press for(a) the establishment of a recovery budget line of at least 100 million ecus in the 1994 budget and (b) immediate use of unspent resources particularly with Lomé.
§ Mr. Lennox-BoydThe Development Council on 25 May will discuss a Danish initiative on African recovery and rehabilitation. We believe that the EC and its member states should continue to support effective programmes in the area; but we are not convinced that additional transfers of resources away from member states aid programmes to those administered by the European Commission would be helpful.
