What "operational matters for the Passport Agency in its contractual arrangements with the Post Office" (Official Report, 22nd March 1993, col. 6) necessitate the linkage of British Visitors Passports and Passport Application Forms.

None. There are two separate contracts between Post Office Counters Ltd and the United Kingdom Passport Agency. One relates to the issue of British Visitors Passports. The other relates to the issue of passport application forms. Security considerations relate solely to the issue of British Visitors Passports.
