asked Her Majesty's Government:

Whether they will describe the mechanism by which Parliament will decide which matters currently within the competence of the European Community fall back to United Kingdom competence under the doctrine of subsidiarity.

Whenever a proposal for Community legislation is tabled by the Commission, explanatory memoranda will be submitted to the Select Committees on European Legislation which will include a paragraph on the subsidiarity aspects of any proposal. The scrutiny procedure will, as now, guide Ministers in their approach to a proposal in the Council.
