To ask the Secretary of State for Health what steps her Department has taken to implement the private finance initiative announced in the autumn statement on 12 November 1992 and in the Treasury private finance guidance published on 9 December 1992.

The Department is examining the scope for involving the private sector in the ways suggested by the interim guidance published by the Treasury on 9 December 1992, and the further published guidance on contract energy management—17 February 1993—and joint ventures—16 March 1993. The national health service management executive wrote to all NHS directors

Notes:

1. HCHS covers the total expenditure by the health authorities (and the NHS trusts) including hospital, community health, patient transport (ie ambulance), blood transfusion and other services.

2. The figures are based upon gross pay, including employers' national insurance and superannuation contributions.

3. The figures for "all other star include dental, ambulance, maintenance and professional and technical staff together with all categories of non-NHS (agency, etc.) staff. Those for 1985–86 and later years include general and senior managers.

4. Nursing staff re-gradings and changes in the format of the annual accounts and financial returns over the period do not enable the provision of consistent and separate data for nursing auxiliaries or midwives.

5. The table excludes salaries and wages incurred by family health services authorities and special health authorities providing central services to the NHS. However, the 1975–76 and 1980–81 figures for administrative and clerical staff cover those staff employed by family practitioner committees whose costs were included with those of area health authorities and were not separately identified.
