To ask the Chancellor of the Exchequer when he expects agreement in the EC to allow parent companies to assume their subsidiaries' losses in other EC countries.

Mr. Dorrell

In 1990, the Commission proposed a directive concerning arrangements for the taking into account by enterprises of the losses of their permanent establishments and subsidiaries situated in other member states. This is being considered by a Council working party. Most member states, including the United Kingdom, have major difficulties with the proposals in their current form.
