Mr. Flynn

To ask the Secretary of State for Foreign and Commonwealth Affairs what discussions have taken place in the European Council meetings since June on the implementation in Europe of Agenda 21 agreed at the United Nations Conference on Environment and Development.

The implementation of Agenda 21 was discussed at the informal Environment Council at Gleneagles on 19 September and the Environment Council in Luxembourg on 20 October. Discussion focused on the establishment of the sustainable development commission—SDC—which will have a central role in ensuring effective implementation of Agenda 21. As agreed at the Lisbon Council in June, the Community has taken the lead on this. The SDC will be established by the UN General Assembly this autumn.
