To ask the Secretary of State for the Home Department if he will introduce legislation to amend the Race Relations Act 1976 to make racial discrimination and harassment of one private household by another an offence.

[holding answer 19 October 1992]: Sanctions against threatening, abusive as anti-social behaviour, which clearly could include racial harassment, are contained in several Acts of Parliament. Sections 4 and 5 of the Public Order Act 1986 may be used where appropriate.

The Government are currently giving careful consideration to the recommendations which were put forward last month by the Commission for Racial Equality in its second review of the Race Relations Act 1976.
