§ Mr. HanleyIn both rounds to date the applications prepared by the units which aspired to trust status were issued widely for a period of public consultation which lasted for three months.
Of 61 respondents to the first round, one expressed concern as to the timing.
In the second round the corresponding figure was three out of a total of 271 respondents.
