§ Mr. GoodladThe Governor's proposals respond to a widespread wish in Hong Kong to sec a broadening of democracy. They have been widely and warmly welcomed. We support them as the best way forward for Hong Kong. It will be for the Legislative Council to form a view on them early next year.
