To ask the Secretary of State for Wales what mechanism his Department uses to ensure that the 1992–93 waiting times initiative moneys allocation to area health authorities is not used for extra contractual referrals.

Mr. Gwilym Jones

The allocation of waiting times initiative funds in Wales are based on application from district health authorities which specify the nature and amount of treatment to be purchased for their residents, and indicate the effect upon immediate hospital waiting times for those residents.

The exact way in which this is achieved is a matter for the authorities themselves. An evaluation of the expenditure is undertaken on behalf of the Department at the end of each year.
