§ Dr. MawhinneyI have written to the chairmen of all health service employing bodies setting out the arrangements for implementing the policy of restricting public sector pay settlements to a maximum of 1.5 per cent. in the coming year. The chief executive of the NHS Management Executive also wrote to general managers and chief executives setting out the key figures for public expenditure on health and priorities for use of those resources.
